I am looking for a handlebar around 38 c-c at the top where brake levers are mounted and then flaring to only around 42 c-c. Who makes them in that size?

ENVE SES AR is probably the closest (38 c-c flares to 43 at the drop).
Roval Terra or Whiskey No.9 12F are suitable options if you don't require internal cable routing.

You're looking for a road handlebar. Look for something with 5-10deg of flare.

I'd look at some aero road bars which have some flare, there's the Bontrager RSL Aero which would meet your criteria.
A lot of gravel specific bars seem to start at 40mm width.

Thank you for the suggestion. I forgot to mention that I want a round handlebar not anatomic og ergonomic.

This probably doesn't meet your shape requirements but the Factor Barstem is about the right width at the hoods & drops:

I am using kocevlo SL on my Revolt. 38 at hoods. 41 drops. Working fine. I do have dental cover with my health insurance. ;) :)

edit; sorry just read round not ergonomic, so they are out for you.

Easton EC90 ALX is lightweight and 38cm at tops / 42cm at drops with a round profile. I just bought mine for road use but it would work great with gravel as well.

Looking to pick up one of these myself. I'm using the AX currently and cannot stand the wide flair.

PRO PLT Ergo Carbon comes in 38cm but has maybe too little flare (4 degrees/40cm at the drops).
