What counts most IME is fit and handling. This can be achieved - or not - with any material. If I could afford one I'd most probably get one of Rob English's "folding gravel concept" framesets, which happen to be steel.
As for "what counts most is the builder" I think what counts is the design and execution, not expecting the builder to be omniscient. A perfectly good result can be had from Waltly Ti in China, but this assumes you know exactly what is needed, can read drawings, and have at least some patience.
