Van Rysel BB issue

A friend of mine has a Van Rysel Bike.
He brought it in for service and decathlon claimed that hiss BB shell was worn out due to worn out BB.
They offered to replace the frame for 850 eur.
This seems total BS to me.
I had a look at his bike and a new shimano press fit BB can be dropped in by hand, can rotate en even comes out of the shell whilst pedaling.

1)
To me it seems that this frame was grossly out of spec so the BB cups could move and made the BB shell even bigger.
Or is there something else that can cause and 'in spec' frame to end up like that?

How could this be fixed?
2) would an oversized token ninja work?

3) what kind of tool do I need?
does a standard shimano BB wrench for HT2 work?
Do I need 1 or 2 of those tools?

4) Should I use loctite in conjunction with the BB above? If so what kind of loctite?

Any help is appreciated.

Seems like utter BS to me. If the BB shell were within spec from the start, the BB would not move in the shell and would therefore wear it out. This is 100% a warranty issue in my opinion.

Measure the bottom bracket on the frame. If it is as big as you are inferring, there wont be a bottom bracket in the world which fixes the problem
