Here’s my Sram red mech tuning project , I am using nylon jockey wheel bolts. Anyone have experience using them there? Safe?

I think I'd go with a metal bolt, if for nothing else than to add some structural strength to the pulley cage that you hacked up. Get some Ti bolts in there.
Just wondering, but what is your background? I've always thought all this weight weenie stuff is basically re-engineering of parts, but I wonder how many of the people doing it are actually engineers?
