I know there are T47 bottom brackets for cranks with 30mm spindles, but I was under the impression that the T47 BB standard was a tad too wide for a true BB30 crank.

To use a Cannondale SiSl crank in a T47 bottom bracket you use an INTERNAL bearing type BB. Such as this:

It can be used, the crankset is currently on a second hand titanium bike with T47 BB I'm currently riding. That bike is now going to be my commuter/winter bike and I wanted to build a carbon frame bike without breaking the bank, hence looking at the open minded/Chinese framesets. What's the current status of the Venge lookalikes? Winspace T1500 is out of stock and a little too expensive anyway. Don't want to spend more than $1000 for frame + fork + seatpost.

Plenty on Aliexpress, have you even tried looking for one? Plenty of Dogma F and Madone SLR
You have to look around though and contact the seller as few if any want to give you all the information/photos on AliE as they do not want to be copyright striked
