UPS Shipping insured frame

Hi all.

Had to ship frame that I sold earlier, and local UPS office send me to UPS hub, since I've insured my frame. They said that since it's franchaise, I had to drop off at "big UPS" location where guy spend 20 minutes opening my box to check if frame is still there and boxing it up again. I was told it's marked "High Value" item after it crosses $1000 mark.

I never shipped frames before, one time I did it, I've asked LBS to ship it for me. Is that typical experience for something like bike frame?
I understand that I could've avoided that by using lower value, but still. How do people ship expensive (well, with $1000 limit that means almost most) frames then?

I use BikeFlights which has pretty decent shipping, although prices have gone up in the past few years. They offer insurance as well and can drop off at any UPS Store or other locations that accept UPS Ground.
