WR40s fit the bill but I would like something cheaper if possible, maybe around $600-700 USD.

Those cheap Elite Gravel wheels a few threads below are close enough to your requirements and at a fairly unbeatable price.
Price is nice but they are heavy (almost 1700g for the pair).
