25mm wide tire on 22C - like the 28mm wide tire on the 19C rim?

If I put a 25mm wide tire on a 22C rim, which will be about 28mm wide, will I be as comfortable as a 28mm wide tire on a 19C rim?

Unlikely as the total air volume will be lower as the narrower tyre casing size will just give a shorter total height. The increased comfort comes from the increased air volume inside the tyre I believe, which allows you to run a lower pressure.
