You can build similar weight wheelsets (+ maybe 20g) on 40+ mm rim height at less than half, closer to 1/3 of the cost (Farsports Hypers with carbon spokes for instance), which will definitely be more aero and accept most of the real 28mm tyres which will be close to 30mm WAM.
Then again, these BlackInc's are not the worst in IW/EW as they have 23mm internal and 28.5 external, that's still pretty solid, but if you put 28mm tyre on (29+mm WAM likely) they're likely not going to have any "aero performance" whatsoever.
Some shops list their weight as 1118g for Shimano, so I guess 1146 would be tubeless tape included.
