Hi! I recently got a set of princeton 6560 wake wheels with tactic hubs. Beautiful wheels!
I have the narrow model with 18.5mm inner width.
I will use them for training, and the front wheel for TT competitions with to much wind for a deeper wheel.
For TT competitions, will a 23mm tyre perform better than a 25mm on the front?
For training, how wide is the widest This type of rim will work well with? Aerodynamics is not that important for me while training with these wheels. Will a 25mm front and 28mm rear work fine?

From my own set, I have used them with the exact same set up (25 f, 28 r) you described for training, and I have not found them to be any more or less stable than my current setup of 25s front and back. I use them with TPU tubes, if that might affect anything at all.
