Maybe I'm wrong but I read somewhere that the adaption was +5mm. So if they support 25mm on 23 iw it's strange that they don't support 28 on 25 anymore. Or was this only for hookless design now
Well ETRTO changed the minimum for 25mm rims to 29mm, which still isn't +5mm.

I think some of this depends on disc vs rim brake too. A 28mm external rim width is about as big as you can go on some rim brakes.
