Is this repairable? Strange tear and not sure how it happened. Latex ok and holds 70psi ok but risky to ride with out repairing or perhaps a precautionary patch on the inside?

I wouldn’t ride that tire tubeless anymore. I’d boot that section as a precaution and then use an inner tube.

Patch inside and on the rear if you are going to ride it.
I have patched gravel tyres successfully and run them with no problems.
Sidewall is away from sealant though and exposed to flex that will repetitively try to widen the split, plus road is higher pressure.
I'd just bin it. Better than falling off in traffic due to sudden deflation. Yeah a small risk but it is there.
