Sweet, it's here!

Weight isn't too bad @ 1,343g with hardware and SRAM PF30 BB (probably 1253 without BB):

Problem with the Fairwheel Generic Clamp. Seems to be undersized as it measures 34.0 closed. On the 34.9mm tubes, it has a gap of about 1.5mm:

Fairwheel said that's "normal" and said it was okay if I tried to clamp it down even though I was fairly sure it'd break. Sure enough, it cracked:

Bummer on the clamp :( Hey what frame size is your T3? Is it a 54 or a 52?

Regarding the clamp: have a look at Carbonice and Procraft clamps.

I have a Procraft clamp: https://www.bike24.de/p192041.html

It's way more sturdy than the Carbonice, which I had before.
Even with only 3 Nm it clamps very well.

I agree, the Parlee clamps work very well. I've had those on my past builds so I knew something was wrong immediately when I went to go install this. Unfortunately, Fairwheel doesn't stock Parlee clamps anymore so I took a chance with this one. I had to order a SRAM clamp on Amazon in order to get it by Wednesday to complete the build but I'll order a Parlee one later.

After a failure in shipping on time by USPS and UPS simultaneously, I have all the parts.

Compact BB30 Red Quarq came in lighter than expected at 705 (about 55g less than a standard GXP Quarq):

Everything about them looks right, and the weight is about right for 38cm bars @ 179g:

This is meant for the Foil since it's 1 1/4" but a -17 on this bike is too aggressive, so this'll temporarily go on the Litespeed:

I need to do a lot of cleanup on the aesthetics. Black Enve decals are sitting on the desk, the stem needs to be acetoned, I need to glue up my 27mm Paves on the 32s and I have replacement Litespeed decals coming from GB. I'll get a proper ride on it tomorrow but I took a spin around the block and I'm pretty sure I'm in love again with a Ti bike. They really are special. Being back on Campy reinforces my belief that Campy is special as well.

I'll probably change my mind once its done but I actually don't mind the white Enve decal on this. Agree with cleaning up the stem, but I reckon white Litespeed downtube decals would look ace.

I forgot to post about the Extralite UltraTop. When installing it, I was able to press it in by hand. The lip is only like 1.5mm. That, and the lack of a compression ring for the top compression cover (to keep the fork from moving about) was slightly discomforting. I've had UltraTops in the past wear a ring into my forks. So, today, I decided to eat 30g and put a good ol' Chris King InSet in that I had sitting around.

I trimmed the fork and I got a set of matte black Enve decals as well as a glossy set. Since I've done glossy before, I figured I'd go with the matte first:

I got a 40 mile ride in this morning. I really like the setup and it's good to be back on Ti. I don't feel like it's lacking at all in the stiffness department. The oversized BB and HT probably bumped up the stiffness numbers a decent amount over the Xicon, and the rear chainstays look a lot more aggressive. I'm looking forward to putting a lot of miles on it over the weekend. Should be able to throw the kitchen sink of riding demands over the weekend. I'll post a ride report once I get a good feel for it.
