Get some built with kinlin tl23 rims triple butted spokes and novatec, bitex, miche or dt swiss 350 hubs. Hope a good too. You can spend on hubs if you like but I would question why. If you are heavy or going to carry alot of load then the white industries hubs have steel axles but you say for that. If you are going to use an mtb cassette then you could use Shimano mtb hubs.

spending more on rim truly gets you nothing better.

TL23 is a disc rim though.

I should read the title. Velocity quill has a 21mm internal width. The Kinlin XR series are 19mm internal width so a 45mm tyre might be a bit ballon like but it will fit fine.

HED belgium+ is 20mm internal width. Soo the velocity is the best option.
