There is a hole behind the bar clamp. Cable feed through stem and get out near top cap then Enter the steerer tube through special headset expander which also hold battery inside steerer tube (optional).

But how should we run cable to the frame is another issue, port on top of the stem is big enough for two cables, recess slot on the headset expander too but there is no way to route from inside steerer tube to the frame (normally). Maybe some special custom headset would do the trick? Until then, it's one line connect from bar to the frame as usual (heat shrink with brake cable to hide it).
PS. frames with top tube cable entrance like Giant Propel would easily enjoy short exposed cable from stem to the port too if you drill a hole out from top cap.
PS2. i don't think we can do much better than that without help from frame designer, see Trek Madone's headtube design.
