I have asked this question before because the manufacturer of the rims I have don't make a recommendation. I'm using Light Bicycle rims with basalt brake tracks.
For me, temperature is a very very close second priority to stopping power. Actually given that all brake pads stop, maybe temperature is first. I've never had a heat related failure, or a failure of any kind, but I still worry about heat build up.
Reynolds Blue are the only pads I've tried so far but even they can impart a fair amount of heat in a short time given the right circumstances. There is a 1km 9 to 10% grade descent with tight switch backs nearby. I don't Ride my brakes down it unless there are cars adhering to the 30km/h speed limit. On a hot day after following a very show car my brake tracks were about too hot to touch. How hot were the rims internally?

Light-Bicycle doesn't make any brake pad recommendations at all? I'm a bit surprised.
Based on my experience with basalt brake tracks on FarSports rims the blue Reynolds pads are about as good as any. Black Prince carbon might be a little better. Bontrager cork are also good but are super expensive.
I also avoid super steep descents with tight turns (or slow cars) when on carbon clinchers. Since I live on a road like that, that means I often use aluminium rims.
